James R. Bilhartz, Jr. Elementary opened in 2003. The school was named for James R. Bilhartz, Jr., former board member and founder of Duncanville Education Foundation. The school serves grades PK-4.

Following the completion of a Bachelor of Science in Petroleum Engineering at Texas A&M University, Jim Bilhartz returned to the Duncanville community to begin the JRB Oil & Gas Company and to raise his family.
Operating an efficient and financially successful business motivated Mr. Bilhartz to seek a position on the Board of Trustees to offer his skills in fiscal management and organizational improvement. Also a strong advocate of parents and children, he wanted to assert the need for community involvement in public schools. His outstanding leadership on the Duncanville ISD Board of Trustees resulted in his serving two consecutive terms as president while fulfilling his second three-year term as a Trustee. He was relentless in his quest for parental input regarding local issues, and maintained an open door to the community he represented.
His overwhelming success on the Board of Trustees was due in no small part to his convictions regarding public education and civic responsibility. He has been involved in multiple capacities within the city of Duncanville and in Dallas County as a business leader, engineer, and entrepreneur. A philanthropist at heart, Mr. Bilhartz also saw the Duncanville ISD Education Foundation through its infancy in 1996 to its current status as a thriving source of alternate funding for Duncanville schools, serving as a founder and past president. Jim and Mary Bilhartz were honored at the Champions Black Tie and Boots Ball in February 2002 for their collective leadership in bringing the Duncanville ISD Education Foundation to fruition and for their contributions to the Duncanville community.
Mr. Bilhartz retired from the Board of Trustees in 1999. His contributions to the district and the Duncanville community are born of his desire to see a renewed commitment to academic success and to foster positive relationships between schools and the parents they serve. The rewards of his efforts are more evident each day as the district has become a contender in the arena of public education.
